Background Information
Description

Speed Skating is a competitive form of inline skating on a track or road, in which the competitors race each other in travelling a certain distance on skates. Events on the road are hold on a regular pavement and may vary in distance.

The race events have different distances, but the different formats include sprint races, points races, time trials, eliminations and point eliminations. 

Goal

According to the type of race, the ranking is established as follows:

- the best times in Time Trial and Sprint;

- placement on the finish line for the Elimination race;

- sum of points in Points race.

Format

- Skaters are qualified by type of race (Long Distance or Short Distance). They can't race in the other event category and must compete in all races they are qualified for.

Elimination Races: 

- No qualifying rounds. All 17 athletes compete directly in the finals.
- After every set of laps/distance, the hindmost skater gets eliminated. Last elimination is one (1) lap before the end of the race.
- At the end of the race, five (5) skaters will sprint for the gold, silver, and bronze medals.

Points Races:  

- No qualifying rounds. All 17 athletes compete directly in the finals.
- At the end of a set of laps/at the completion of every pre-set distance, the two skaters to first cross the preset points/laps are allotted points. (2 points for crossing 1st, 1 point for crossing 2nd)
- At the end of the race, the first three finishers get points (3 points for 1st, 2 points for 2nd, and 1 point for 3rd)
- Lapped Skaters will lose their points.
- The final ranking is established according to the number of points obtained. 

Sprint Races - 100 m:

- All 16 skaters will participate in the quarter-finals in six heats of two (2) to three (3) athletes. The nine (9) best times qualify for the semi-final.
- The nine (9) remaining skaters will compete in three (3) semi-finals. The winners of each heat qualify for the final.
- Three (3) athletes will compete in the finals, winning the gold, silver, and bronze medals. 

Sprint Races - 1 Lap:

- Sixteen (16) qualified skaters will compete in the race.
- Qualifying Round is composed of four (4) heats of four (4) skaters. Times only are taken into account in this round to build the quarter-final heats.
- For quarter-final and semi-final, there will be four (4) skaters in each heat. The first two (2) places will be qualified for the next round.
- The Final is raced by 4 skaters.
- Top-3 finishers in the finals win the gold, silver, and bronze medals.

Rundown

When all the skaters have been called, the Starter Judge gives them the authorization to take their place on the starting line by saying "IN POSITION". The skaters have up to five (5) seconds to take their spot at the start line.

Elimination races: 

In these moderate-distance races, also known as last man out, the hindmost skater is eliminated from the competition each time the pack of skaters completes a lap or when they complete certain specified lap numbers. At one or two laps to before the finish, the group has usually been pared down to three or five skaters. At this point, the first across the finish line is the winner. 

Points races: 

In these moderate-distance races, the first and second skaters to cross the start/finish line at certain specified laps are awarded points. Laps late in the race are worth more points, with the final lap worth the most points of all. It is possible to win a points race without actually being the first to cross the finish line at the end.

Sprint Races:  

Similar to track events in the Olympics, sprint events pit challengers head-to-head with all of them racing against each other on a track with a start and finish line. The athletes are ranked from first to last based on the order of crossing the finish line. 

The bell:

- Announces the last lap in every race (except for the 1 Lap Sprint and 100 m Sprint);
- Rings only for the first skater. When a skater(s) escapes, the bell rings for this skater(s);
- In the Elimination race, the bell announces the next elimination;
- In the Points race, the bell announces the next assignation of points;
- No bell for eliminations.

Judging

Each competition is directed by a Chief Judge and Judges.

In points and points elimination races, if at the end of the race two skaters are tied on points, the arrival order at the end of the race is used to break ties.

If a skater has any problem after the signal "SET", he has the right to signal this problem to the Starter Judge by lifting a hand. This possibility is allowed only one time for each skater. In this case, the starter stops the starting procedure and asks all the skaters to leave the starting zone, and then he resumes the starting procedure.

Penalties

Technical faults are an infringement of the rules committed by the skater. This fault doesn’t affect another skater (such as false start, exit of the racecourse, etc.). The skater committing this fault will be disqualified. 

Sports faults are an infringement of the rules committed by the skater. This fault affects another skater (trajectory, obstruction), assists a fellow skater or doesn’t respect the instructions of  the judge. Under the evaluation of the judge, the skater committing the fault may receive:
- A warning (if the fault does not originate an important damage). Three warnings in a race will result in the automatic disqualification of the athlete.
- A disqualification in the case the result of the action is deemed serious and the action voluntary. 

After a disqualification for sport fault, skaters are automatically suspended for the next race they registered for.
